The original name of Tianjin Binhai Hi-Tech Industry Development Zone is Tianjin Hi-Tech Industrial Park. It was approved in State Department in March 1991, one of the first group state level Hi-Tech industry development zones. The core center of it is Huanyuan Industrial Park which locates in south-west of Tianjin. It is the solely development zone in urban area with the acreage of 11.58 sq.km.
After more than ten years of development, it has become the leading position of Tianjin Hi-Tech research and transfer to form the following five major industries: software and high level information processing, electronic information, green resource, advanced equipment manufacture industry, biotechnology and modern medicine and modern service industry. The zone possesses many state level brands and domestic first, for example, “National Software Testing Qualifications Board”, “National Huoju Plan Software Industry Board”, “National ‘863’ Software Industry Incubator Base”, “Model Zone of National Service Outsourcing Board”, “National (Tianjin) Chemical and Physical Power Sources Industry Park”; and ranks first in light high performance computer industry and national first of high voltage silicon stack cost volume profit of Zhonghuan semiconductor.
Tianjin Binhai Hi-Tech Zone, governed by Hi-Tech Management Council which authorized by Tianjin Government, is located along Haihe River and on city development axis of Beijing-Tianjin-Tanggu Highway. It is, one of the 8 function areas in Binhai New District, the solely national Hi-tech zone jointly established by Department of Science and Technology and Tianjin Government. The planned area is 30.5 sq.km, include 25 sq.km newly built area. The Hi-Tech zone and Department of Science and Technology built up the national first Huoju Innovation Park composed by 6 Science and Technology Park, forming the largest domestic incubator base. The general incubator area is over 1.8m centiares. There are more than 2,100 incubator enterprises. Three of the six Science and Technology Park are state level Hi-Tech innovation service center, accounting 60 per cent of the center number in Tianjin.
In 2008, Binhai Hi-Tech Zone is building “National Biological Medicine International Innovation Park” with the planned area of 6 sq.km. It will cater to the international standard of biological medicine industry development basic equipment
